Berkeley International Office’s own UCB Major / CIP Code List records the undergraduate business degree as CIP 52.0201, “Business Administration and Management,” STEM eligible: No. There is no BIO STEM memo for it, consistent with that. Note the trap: the Haas MBA is STEM (52.1301 Management Science, changed Sept 2019) and the headlines about it are easy to mistake for undergraduate coverage. They are not the same degree.
If Haas
says no.
One finding reverses the question. The Haas undergraduate degree is not STEM-eligible; Economics is. With course-credit CPT suspended, that gap is 24 months of work authorisation — so Economics is not the consolation prize, it is the thing protecting your ability to stay. The cheapest way to make it a quant degree is a Data Science minor: four extra courses, no application. Researched Aug 24, 2026 against official sources.
The reversal
You asked for a backup in case Haas does not work out. The research turned up something that changes which one is the backup.
Berkeley Economics is coded 45.0603, “Econometrics and Quantitative Economics” — which sits on the DHS STEM Designated Degree Program List, while plain 45.0601 “Economics” does not. BIO publishes a signed memo addressed “Dear USCIS Adjudicator” saying exactly this. The change was approved in 2019 and made retroactive to everyone enrolled from Fall 2017 onward, so it is well-established, not fragile.
- Why this matters more than it used to
- Course-credit CPT is suspended at Berkeley after the August 2026 ICE memos, and BIO’s degree-requirement CPT list contains no L&S, CS, Data or Econ program. Pre-completion OPT is your summer-2027 route, and STEM OPT is the long game. See

- A minor does not help here
- Only the degree’s CIP code on the I-20 counts. A Data Science or Statistics minor changes nothing for immigration — but since Economics already carries STEM, nothing is lost.
- The dual-major trap
- SEVP is explicit: “if a student receives one degree with dual majors where one of the majors is in STEM, the student cannot base STEM OPT upon the major if the degree itself is not a STEM degree.” Two L&S majors = one BA. Haas + L&S = two separate degrees, which is what makes the pairing work.
- If Haas admits you, still keep Economics
- Simultaneous degree, overall GPA 3.00, packet due July 1, 2028 — about two weeks after the mid-June decision. Prepare it in advance. Economics, Statistics, Data Science and CS are all permitted pairings.

- Why the minor beats the major
- The only structural reason to chase a second major was STEM OPT — and Economics already carries it. Once that falls away you are paying 4–6 extra courses for the word “major.” DATA C100 + ECON 141 + one DS elective is the content quant recruiters actually read, minus the CS 61A/61B/61C weight.
Why every second major costs eight
Two rules do all the damage, and one of them changed while you were applying to Berkeley.
Rule 1 — you get two overlapping courses. Ever.
Quoted from L&S Advising, Double Majors:
- “L&S allows you to overlap two upper division courses (courses numbered 100-199) between double majors… If you are declared in more than two majors, upper division course overlaps cannot exceed more than two courses in total.”
- The cap is identical for an L&S double major and a cross-college simultaneous degree. Picking two subjects that fit beautifully does not help — the cap binds regardless.
- Lower-division courses are not capped. Shared intro sequences are free. That is the one real lever, and it is exactly why the Data Science minor is cheap for you: DATA C8 and DATA 89 are already in your plan.
- A minor allows only one overlap — but a minor is so much smaller that it still wins on total cost.
Rule 2 — CS, Data Science and Statistics left L&S
This is the finding that breaks the plan you came in with.
- All three moved to the College of Computing, Data Science, and Society (CDSS). So “Economics + Data Science” is not a double major at all — it is a cross-college simultaneous degree.
- That means: competitive CDSS comprehensive review with one application window a year (Jan 1 – Feb 13); both colleges’ general education (L&S Seven-Course Breadth and CDSS Essential Skills); CDSS senior residence of 24 units across 2 terms; a nine-semester plan. It also rules out graduating in May 2029.
- Applied Mathematics stayed in L&S — now the only quantitative second major you can add without a competitive application. Its price is paid in GPA: MATH 104, 110, 113 and 185 are the four hardest proof-based courses in the undergraduate sequence, and you would take them while protecting a GPA for the March 2028 Haas application.
The Economics fallback is in better shape than you thought
- Economics stopped being a high-demand major in Summer 2024. No comprehensive review, no essay, no competition — admission is guaranteed with a C or better in each of six prerequisites.
- You already hold three of the six through AP: ECON 1 (Micro 5 + Macro 5), MATH 51 and MATH 52 (Calc BC 5). Your only new admission requirements are DATA 89 and two intermediate theory courses.
- The DATA C8 trap is real. The Econ statistics prerequisite accepts STAT 20/21/W21, STAT 88/DATA C88S, DATA 89, or upper-div STAT C131A/135/C140. DATA C8 is not on that list; AP Statistics is explicitly not accepted. DATA 89 is the fix.
- Because all your calculus is AP, DATA 89 is also what satisfies “at least one math or statistics prerequisite must be taken at UC Berkeley.” Do not outsource it to a summer elsewhere.
- Renumbering to know: MATH 1A is now MATH 51, MATH 1B is now MATH 52 (Fall 2025). Older PDFs still use the old numbers.
- Retake trap: only one prerequisite may be attempted twice, and only after a deficient grade. A second re-attempt is automatic denial, and a P grade in any prerequisite makes you ineligible unless retaken.
The plan
Economics major + Data Science minor, Spring 2027 to May 2029. You bank 41.44 units by December 2026, leaving ~79 units over five semesters — about 16 a term. Every prerequisite chain checks out.
It hedges both ways
- If Haas admits you in June 2028 you switch for Fall 2028 — the Data Science minor survives the move, DATA C8 + DATA 89 already satisfy the Haas statistics prerequisite, and UGBA 10 is long done. Nothing here is wasted in either outcome.
- Want the four-year version? Drop to 12–13 units a term and spend the room on a second Data Science elective, internship runway, or an Economics honours thesis (ECON H195B counts as an elective at 3 units, letter-graded).
Breadth: two of seven done, and only three cost a course
- Cleared: Social & Behavioral Sciences (POLSCI 1), Philosophy & Values (PHILOS 12A).
- Free via double-dip: Historical Studies (DATA C104) and International Studies (an Econ elective — verify the flag on classes.berkeley.edu for the specific term).
- Genuinely standalone: Arts & Literature, Biological Science, Physical Science. These may be taken P/NP, a free GPA-protection lever before the Haas application.
- Cap to respect: at most two breadth courses from any one department.
The decision calendar
Waiting for Haas costs you nothing on paperwork — the Economics door stays open a full semester past the Haas answer. Coursework is what forces your hand early.
Go verify these with a human
Everything above came off official pages. These did not — they need a person, and two of them can move the answer.
- CDSS advisor — highest priority. Confirm ECON 140/141 is on the Data Science minor’s approved elective list. It is confirmed on the major’s list; the minor’s list lives in an external document that could not be retrieved. If it is not there, the plan costs 5 courses instead of 4 — and still ranks first.
- L&S advising. Confirm the Foreign Language requirement is satisfied by your Hong Kong schooling. This is the single biggest unmodelled risk to a May 2029 graduation; if it is not satisfied, add one to two semesters.
- Berkeley International Office, in writing. Which CIP code lands on your I-20 if you hold two degrees, and confirmation that BIO will issue the STEM OPT recommendation on the Economics degree. BIO controls that field.
- BIO, also. How much pre-completion OPT used in summer 2027 reduces your post-completion allowance — it decides whether May 2029 or May 2030 gives more total US work runway.
- Econ advising. That AP-derived ECON 1 credit counts toward the prerequisite without a Berkeley letter grade, and the exact Fall 2028 application deadline (
ugrad@econ.berkeley.edu). - Haas. Whether UGBA 10 or UGBA 10X is the prerequisite for your cohort — your plan of record says 10X.
- classes.berkeley.edu. The breadth flag on whichever Econ elective you intend for International Studies, for that specific term.
Source caveats worth knowing
- The CIP list is dated 3/19/2025
- and BIO’s STEM OPT page carries a banner saying it has not been updated for the F-1 rule changes effective Sept 15, 2026. The CIP facts are stable — Economics moved to 45.0603 in June 2019, retroactive to Fall 2017 — but the process around them is in flux. Re-check after Sept 15.
- guide.berkeley.edu is dead
- The catalog now lives at
undergraduate.catalog.berkeley.edu(Economics 25246U, Data Science A50AMU, Applied Math 25072U). Where a department page and the catalog disagree, the catalog is the official record.
- One claim deliberately dropped
- The widely repeated “Economics and Data Science is the most common double major” figure could not be confirmed on any official page and appears to predate Data Science leaving L&S. Not used here.
- Enrollment, not arithmetic, is the real 2028 risk
- CDSS warns that Economics domain courses are “heavily impacted and often restricted by major to enroll.” Being an Econ major helps; popular electives still fill.
